MOPA – Participatory monitoring

The city of Maputo faced many health and safety problems related with insufficient and poorly managed waste collection. These issues have been properly addressed with the introduction of MOPA – Monitoria Participativa in 2016. MOPA is a web-based platform for participatory monitoring of the delivery of public urban services, namely waste management issues, in the city of Maputo. Citizens can report problems such as full containers, street garbage or rubble, containers in flames, missed trash collections, piled up litter, and waste in the drainage ditch.

Municipal authorities and public service providers receive the information on the reported problems to act on them, and when the issue is solved the citizen who reported the situation is informed by SMS. All reports are open for consultation by anyone on the website, ensuring accountability for all responsible parties.
